Job Description & Responsibilities
Organizational:
- Develop, own, and continuously improve the enterprise HSES strategy, policies, and management systems in alignment with international standards (e.g., ISO 45001, ISO 14001) and regulatory requirements.
- Provide independent assurance to the Managing Director and Board on HSES risks, performance trends, and effectiveness of controls across operations, projects, contractors, and corporate functions.
- Establish enterprise-wide HSES governance frameworks, reporting lines, escalation thresholds, and accountability mechanisms. Ensure HSES considerations are embedded into corporate decision-making, investment approvals, and project governance processes.
- Serve as Company’s principal external interface on HSES matters with regulators, communities, lenders, and international bodies.
- Coordinate closely with the COO to ensure HSES requirements are integrated into operational planning and execution without compromising independence.

Leadership:
- Ensure availability of appropriately skilled HSES, environmental, social, and assurance resources to fulfill company’s enterprise SHES mandate.
- Conduct periodic performance appraisals of HSES leadership and staff in coordination with the Chief People & Culture function.
- Provide recommendations on succession planning, professional development, and capability building for HSES roles.
- Define HSES competency requirements and training standards for all roles across organization, in partnership with the Chief People & Culture.
- Review and assure the quality and integrity of all HSES reports, investigations, audits, and assurance outputs.
Functional:
- Lead investigation of all major HSES incidents, including fatalities, serious injuries, environmental events, near-misses and social grievances, ensuring robust root-cause analysis and organization-wide learning.
- Oversee environmental and social impact management, including compliance monitoring, sustainability reporting, and maintenance of social license to operate.
- Establish HSES performance metrics, dashboards, and reporting frameworks for transparent reporting to the MD, Board, and regulators.
- Conduct independent HSES audits, inspections, and assurance reviews across all company’s activities and contracted partners, including EIDMC-executed projects where applicable.
- Ensure HSES requirements are integrated across the full project lifecycle – from planning and design through construction, commissioning, and operations.
- Champion a proactive, zero-harm safety culture through leadership engagement, behavioral-based safety programs, and workforce awareness initiatives.
- Oversee enterprise emergency preparation planning and coordination with external emergency services, in support of the COO’s crisis management role.

Position Objective:
The Chief Safety Officer (CHSE) shall serve as company’s ultimate independent authority and strategic leader for Safety, Health, Environment, and Social (HSES). The role elevates HSES from an operational requirement to a core governance and strategic priority, ensuring that zero-harm principles, environmental stewardship, and social responsibility are embedded in all company activities, decisions, and projects. The CSO provides independent assurance to the Managing Director and Board, free from operational pressures.

Required Qualification and Specification
The candidate:
- Minimum Bachelor’s degree in Occupational health & safety, Environmental Science, Industrial Engineering or a related discipline.
- Master’s degree in HSE, Environmental Management, Engineering, or Business (MBA) preferred.
- Professional certifications such as NEBOSH Diploma or equivalent, CSP, CMIOSH, CIH, ISO Lead Auditor (ISO 45001 / ISO 14001) are strongly preferred
Experience:
- 15+ years of progressive experience in HSE leadership, including corporate or enterprise-level roles.
- Demonstrated experience leading HSE programs across multiple sites, regions, or business units. Proven background in high-hazard or regulated industries (e.g., energy, manufacturing, construction, EPC).
- Experience managing serious incidents, investigations, and regulatory enforcement actions. Track record of improving safety performance, environmental compliance, and risk reduction.
