Position Title: Associate Director

Project: Policy Advisory

Qualifications: Master’s degree in public health, Economics, Social Sciences, Public Policy, Public Administration, with 10 years of work experience.

The Centre for Economic Research in Pakistan seeks a qualified applicant for the position of Associate Director for its Policy Advisory (based in Lahore).

About CERP

The Centre for Economic Research in Pakistan (CERP) is a non-profit research center in Pakistan that promotes the use of rigorous quantitative research and actively engages with policy counterparts to answer key questions in public policy. CERP was founded in 2008 by renowned Pakistani economists based at the Harvard University’s John F. Kennedy School, University of Chicago, Pomona College and Lahore University of Management Sciences.

About Policy Advisory

Policy Advisory is a recently established vertical at CERP that uses evidence-based research and data insights to improve policy making in Pakistan and deliver sustainable policy impact. CERP’s Policy Advisory seeks to fill the gap between research and implementation in both, the public and the private sector.

Job Description and Responsibilities

 We are looking for an experienced, well-qualified individual to play a associate director role in managing Policy Advisory’s projects and leading teams. Some of your specific responsibilities may include, but are not limited to:

a.  Lead Policy Advisory Practice

  1. Lead policy advisory projects to deepen the adoption of evidence-informed research and data-driven insights in government at scale
  2. Builds the policy advisory team and manage stakeholders.
  • Responsible for profitability of policy advisory unit, including development of a business plan / strategy, market sizing, and budget management.

b. Business development and relationship management

  1. Builds and manages relationships with a wide range of domestic and international stakeholders, as well as partners in the private and non-profit.
  2. Identifies, develops, and secures new business with both existing clients and new prospects.
    1. Organizes client visits, needs assessments.
    2. Maintains communication with previous contacts.
  • Engages with global partners to develop analytics.

c.  Marketing and outreach

  1. Competitively price advisory offerings based on competitive analysis.
  2. Promotes and advertises policy advisory offerings with the Communications Team
    1. Develops content for marketing pieces such as flyers and web pages.
    2. Organizes promotional events such as introductory sessions.

Qualifications and Skills

  • Master’s degree in public health, Economics, Social Sciences, Public Policy, Sociology, Business Administration or a related discipline from a local or internationally recognized university with 10 years of work experience.
  • Prior experience managing a team.
  • Excellent organizational, writing and project management skills, with attention to detail.
  • Strong interpersonal communication skills, with an ability to communicate well and develop effective relationships with a wide. range of stakeholders, both domestic and international.
  • Comfort working in difficult settings and under high pressure.
  • Demonstrated ability to manage various tasks effectively and coordinate across projects.
  • Commitment to the values of Policy Advisory and belief in our mission.
  • Demonstrated ability to handle a cyclical workflow with recurring intensive periods.
  • Some demonstrated expertise in data cleaning and analysis skills using Stata, R or
  • A team player with a can-do attitude and strong willingness to learn.

CERP’s project teams are small, and the amount of work we accomplish is significant.
